The anchor/Rogers/anchor silverplate mark was first used by the William Rogers Mfg. Company, Hartford, Connecticut. Founded in 1865, merged with the Rogers Cutlery Company in 1879. Became part of International Silver in 1898. Moved to Meriden, Connecticut in 1903. International Silver used this mark for decades, probably into the second half of the 20th century.
