Unknown hallmark

I have a set of my grandmother's sterling or silverplate flatware that is similar but not identical to the Alvin Manufacturing Co.'s Apollo pattern. The hallmark is a skeleton key with crown or crown like decoration. Clear and deeply imprinted on all pieces. No other letters or symbols. It does not say sterling. Most likely purchased in 1916 (wedding date) or later. Can anyone tell me the manufacturer name and pattern and whether this is silver plate or sterling?

I have spent at least 5 hours looking at hallmarks on the web without any luck.

That might be the silverplate mark of the Franklin Silver Plate Company, Greenfield, Massachusetts. Incorporated in 1912. Taken over by Rogers, Lunt & Bowlen (Lunt Silversmiths) around 1922.
Contrary to what Rainwater's says, they did produce flatware.
