H pellet F & S NS = Filley???

It's on unplated nickel silver spoon. Rainwater noted a Harvey Filley & Sons in Philadelphia but showed no marks or further information. Could he have been working in nickel silver base wares? And is that Filley the same one working with Mead and/or Caldwell?
