I have salt & pepper shakers with these markings on the bottom of both. Who is the maker please?

That might be one of the marks used by the Dowd-Rogers Company, Wallingford, Connectiut. They were in business at least as early as 1910. Out of business roughly by 1938. They produced a variety of silverplated items.
