Marrow Scoop Sterling Mark I can't ID -init. IB

This one has me stumped. I have tried numerous times to ID the marks. Perhaps someone can point me in the right direction

Welcome to the forum.
The marks are not London, not British at all,just resembling ``crown`` ``date letter`` and ``thistle``. Possibly made elsewhere in The Commonwealth, but cannot help.

That's a mark we've seen many times on the forum, always on early plated wares.
