Unknown European Mark

Hi, I have a tea pot that has a mark that im told is of Russian or European origin. The mark is an image of a man, wearing what I would say is a top hat holding a sickle. I havent seen this hallmark before and would appreciate any help in identifying the maker. Thank you!

I think the image was engraved, meaning it`s not the mark at all.
Are there more marks? What`s the object?
