Help identifying marks on butterplates

Help identifying marks on butterplates

I have some butter plates with this marking:

I'd like to assume that the lion on the left is raising his paw, thus is passant and that this is sterling. Does the crown in the middle mean that it's Sheffield, and I should have this query in a different (and British) forum? What does the H S C E P denote? I searched for a lion-unicorn-crown hallmark like this but could find nothing. Would some kind soul tell me the manufacturer?

Hi welcome to the forum,

Not silver but electroplated, a non precious base metal with a thin layer of silver.
