? Silver small tankard

I have a small silver coloured tankard about 4 inches tall.
on the base are the numbers 3689 and a series of unidentified 6 marks.
Marks are as follows number 2 backwards E an h an A ? a W and what looks like an eagle or phoenix rising out of a bucket.
