Irish hallmark?

Come across an item with the following marks however I am not even sure if it's an Irish hallmark, any information would be appreciated.
Hi,
It's not an Irish hallmark. The lower mark appears similar in style to those used by French silver platers.
A sharper image of that mark may identify the maker.
