I,ve got a 19 C. sugar shaker....... the mark on it looks like a dutch windmill between two smoking pipes..... is this from Hartford CONN. PLEASE HELP!!!!!!!!!!!!

Sounds like a mark used by the Barbour Silver Company, Hartford, Connecticut. One of the original companies that merged to form International Silver in 1898.
