What time and where is it from?

Your claw sugar tongs are Swedish, the patent was issued in 1909 - not sure if they were manufactured under the 'Triplex' name before the 1919 opening of the Triplex factory in Enköping. There is a museum devoted to their inventor: The J.P. Johansson Museum
