Unknown Mark

Hi, I was interested in finding out more about these two marks. One looks like a ringing bell with an MG in the cartouche. The other mark is of a 4 with a dot next to it. I'm not familiar with either one of these, not confident if it is silver plate or not. What do you think? It's from an ashtray if that helps.

I think it is French silver plate, the 4 has what is probably a G next to it, 4 signifies the thickness of the silver plate.
I do not know the maker.
