Silver plated? Sugar Bowl? Thrift store find, please help!

Hi everyone--

I am a thrift store and garage sale picker, both for fun and to expand my midcentury modern dishware collection. I have had some amazing luck. Yesterday I picked up an object that I am fairly sure is a sugar bowl with a unique little tri-hinged lid system, and a mark on the side. The object appears tarnished, and I I am hoping it is silver. Can anyone help me find out more about this object? I know it is likely not a huge find, but I am quite fond of the little guy, and the lack of information has been driving me nuts!

Also, how on earth should I remove the sticker without damaging the plate?

I'm sorry I can't help with identifying the Italian maker, but I can help with some ideas to remove the label. Soap and warm water should soften the glue enough to remove the label with no damage to the plate. If you do not want to get it wet, an electric hair blowdryer set on high heat also does wonders to soften the adhesive on labels. Any residual adhesive/glue can be safely removed by gently rubbing with vegetable oil or a proprietary glue remover like 'Goo Gone'.
