Help With Mark on Silver Tray

I have a silver tray pictured below that I am trying to ID.

The maker's mark is a crest with three sections. Top left has a rearing lion, top right has two keys crossed, and the lower part has a Gothic letter P.

I've never seen the marks done this way...grouped in a tiny crest stamped into the silver.... Any ideas???
