Pierced silver? ice bucket, can't figure the marks. Help?

I couldn't get my camera to give me a clear picture of the marks, so I tried to draw them out for you. The boxes around some of the figures means that they are deeply marked while the rest is not.

Can you tell me if this is silver plate or sterling and the year?

Silverplate. Dating is not possible; patterns were kept in production for many decades.
