Hello,

Almost certainly silver plated, it is very, very rare for a manufacturer to make anything out of silver without having it hallmarked or marking it 'sterling', '925', or something similar.

Hi,

Welcome to the Forum.

According to Rainwater, the Wm. Rogers & Son logo was used by the William Rogers Mfg. Co. of Hartford, Connecticut. They were one of the original companies that formed into the International Silver Company in 1898.

Can you show us an image of the whole piece?

Hi,

I can't add any more information about this piece, but, in the engraving, is that just decoration, or is there something written there?

The anchor is just part of the trademark, silverplate used on a Navy ships would be stamped "U.S.N." on the base. It's part of the Rogers (International Silver) Triumph pattern, introduced in 1925 (the decoration isn't engraved, it's stamped). The size isn't mentioned, but looks to me like a footed tumbler.
