695 hallmark - plated with pure silver mark?

Hi guys wondered if you can help me. I have below photos of a tea pot, it is stamped plated with pure silver and at the top 695. Can anyone tell me where this would likely to be from? is it 69.5% silver and the rest other metals? There is also another stamp of ED which im unsure about.
If you can shed any light onto the matter I would be greatly appreciative. Matt

My guess would be that the number is like a serial number the silver content is most likely not 69% they wouldnt have said it was silver plate.

Sorry I shouldve said something about the ed letters they are just someones initials. Its called monogramming
