Is this a Chester trademark?

I recently obtained a silver dish, platter size. It has two symbols on the back along with a number: 1459. A reversed lion passant and a fleur-de-lis. I am trying to find out who the maker is and if it is silver plated or sterling silver... I'm new to this and hope I have not placed this under the wrong topic.

Your item will be silver plated and almost certainly of American origin.
