Mom believed it was sterling, but EP says otherwise

All her life mom thought her silver tea service was sterling, and prized it accordingly. In fact she never used it. Her dad gave it to her, and he opened his jewelry store in 1896 and knew his merchandise. His heirs still run the store in the same Westchester County location.

Mom died at 94 in 2004 and I've been studying silver marks ever since, trying to identify this. But no success. The only stamp I can trace is EP, showing this is plate.

Does anyone have an idea where this set was made, when, and who made it? Appreciate any leads.

The makers mark is JD & S for James Dixon & Sons, Sheffield (this gothic mark was used approx 1848 - 1878)

EP is for electroplated
