Help with pie server

I have discovered a wood handled pie server with this unknown mark on it. The city # stamped in the mexican eagle is almost illegible but appears to be a 23 or 33. Anybody recognise this winged "A" mark. Thanks a lot.

Hi William-

This marks seems to come up alot and looks familiar, just cant seem to remember where I have seen it before. It is driving me crazy, I dont know if I have seen it on an item, or just online. Either way "HELP" does anyone recognize it?
