TC-00 - does that mean first to register with "C"

My necklace is stamped TC-00, which I already know means Taxco, silversmith with a last name starting with "C", but I don't know whether the "00" means the artist was a) first to register in Mexico, b) first to register in Taxco, or c) first to register in Taxco under the last name of "C". I'm only assuming the "00" indicates first.

Does that add to the value of the necklace at all?

His craftsmanship, design skill, and quality of materials would matter. His position in a line would not.
