need help with a makers mark...i think!

ive recently found, when looking through some old family things, an ivery and silver cigarette holder. iv'e done alot of searching and i think that it was made in birmingham in 1864. but there is a stamp that i do not know and it looks like either 'H&F' or 'H&E', but i think it's the first one. Thanks.

Could it be H & T? (being Hilliard & Thomason, active in the second half of the 19th century in Birmingham, and makers of caddy spoons, card cases etc).
