Could it be French, 2nd quality? Since I found this description on the internet:

145 Lot en argent composé d’une louche, modèle uni plat,
sur la branche, gravée ABB, trace de poinçon 1809/1819 ? (usures,
rest.) une cuiller à punch, unie, branche torsadée et manche
baleine, exécutée postérieurement à 1838.
Long : 34,5 cm et 37,3 cm
Poids de la louche : 220 g
