Maybe German?

Hi this is a cigarette case and there is engraving that is in German so that is why I am posting here but I can't be sure that it is the place it was made. I wasn't able to photograph the hallmark. It says 925S.F. I did look in the list on this site but could not identify the maker. There is also two numbers in the case. One is 116 which is in the corner of the same side of the case where the hallmark is and the same number is on the other side of the case two in a corner. When I mean side I mean inside not the outer of the case. This is a pic of the engraving.Image
This is also the best I could do on photographing the hallmark Image.

The hallmark 925S is often used in sterling silver in Norway.

It actually says 925S.F .
