Early 800 silver hallmark pre 1800.

I've tried to find this hallmark on and off for years. Someone suggested it's pree 1800, maybe pre 1700, and Germanic states. Any help will be GREATLY appreciated! Dave Image

Whatever country, 800 means late 19th century.
Millesimal fineness expressed in units of silver parts per 1,000 was not used before last decades of 19th century.
