The godfather's spoons

I found these spoons,

donated by Edmond Picard to his goddaughter

Suzanne Poncette Picard, born on October 28, 1908,

so reads the inscription on the rim of the spoon bowl.
I think they are Belgian, both because they have no hallmark, and because there is an Edmond Picard, playwright, university professor, lawyer, journalist, politician, jurist, Belgian poet of that period. Is he the Suzanne's godfather?
Each spoon carries a date
That of 1914 has the written "terrible year",

that of 1919

"after four years of misery under the oppression of Prussian feudality, the first anniversary of the liberation".
They seemed fascinating to me and I thought I'd publish them.
