These marks are seen on a (incomplete) French silver tea, coffee, & chocolate set;
To my understanding made in France, export mark for silver with the core image the head of Mercury with the number 1 for silver minimum 950/000, used 1879-2000. The maker’s mark in a French lozenge: H)Spoon(Lhttp://www2.culture.gouv.fr/public/mist ... 4%24%2534P
I search; initales HL with symboles cuillère (spoon)
With no results so I guess the maker's mark is prior 1878?

And we have the sitting boar for Portugal, the frame shape for Lisbon. The number 1 for minimum 916/000 used 1887-1938. The sphinx or lying lion above L , I assume is the Lisbon retailer’s mark.
