"45" on Reverse of German Medallion (c1936-1940)

Examining a group of medallions with one side blank, one stood out because in letters about 3mm high it had been stamped in its center "45". These medallions were from Nazi German. Can anyone guess what this number meant and why it was the only legend on the back of a couple dozen medallions examined? All others had plain backs with no markings. The strike making thew "45" was not as deep as a hallmark, more like an examiner's stamp or shop number or something. Any help is appreciated. Thank you.
