This mark is on a set of spoons also engraved WB 1821. I believe its German, but that's about all I can find.

Johann Carsten Eitzen II, Cuxhaven, active 1815 when he took over his father's workshop until his death 1863.

Ref. W. Scheffler, Goldschmiede Niedersachsens, Halbband 1: Aerzen-Hamburg, p. 281 no. 7.

He can also be found in Theoderich's excellent website "Alte Beschauzeichen deutscher Städte", http://silberpunze.freehost.ag/index.php
