Unknown hallmarks.

I have a set of flatware, knife,fork and spoon. The knife has the mark 830S and a a mark that looks like LW, the W stamped over the L. The pictures no good. On the fork and spoon same four hallmarks which I cannot read. Is it silver or silver plated although the knife is silver.
