Maybe German? Maker??

From the research I've done, I believe it is German. Not sure the maker. This mark is on a tablespoon.
Any help is greatly appreciated.

Good day Rubyfish,

First mark appears to be a double struck BS, the second which you need to roll completely over is loth number 13 over what appears to be the upper case letter Z. The closest match I would find was Offenburg 1834 Bernhard Schaible. Loth numbers were used in many locations, 13 indicates a silver content of 812-1000. Is not sterling but is definitely not silver plate. Enjoy your spoon.

this hallmark (13/Z) is from Mannheim

it looks like a Z but it is called Wolfsangel

I was not familiar with that Z like city mark for Mannheim. Will try to keep note for the future.
