I don't quite follow what you're gaining at but the mark ПИА is master Prokopi Ivanovich Andreev. He was active in Moscow in late 19th century. Ivan Lebedkin was an assayer working in Moscow 1899-1914. Does this solve your problem?

Thanks Qrt.s!

I was checking if hallmarks on spoons I have are dubious or not... Now, I know assayer, marker and period(kokoshnik face left) well correspond ;-)
