anyone know HTL&C

hi can anyone help, i have a silver 5 pointed star aprox size one & threequater inchs across with enamel centerpeice with a dogs head on it this looks more like a medal? on the back of it is lion passant, leopards head, date letter ( a ) (1896 or 1916 ) makers mark looks like HTL&C but i have had no luck in finding them, hope someone can help thanks.

Could it be "HTL&Co" for Henry T. Lamb & Company of London? If so, the mark was registered in 1905, making 1916 the correct date.
