Austria (Graz) 1849: maker's or seller's mark?

I am not sure about a mark on a set of tea spoons. The Austrian hallmark says "13 lot, Graz, 1849". I am not sure about the other hallmark ("Bacher" or "Backer"). Is it the maker's mark, or the name of the seller? There are not further marks.
