American or European Silver Plate? Please help!

Can someone please help me decipher 1) what this piece was originally used for and 2) where it originated and when? I am assuming it is silverplate--was pewter ever stamped?

Hi - it is silver Austro-Hungarian Empire (from Vienna: A = Vienna) dated 1846. That is all I can tell you - can't tell from photo what it is. Hope this helps.
