English Sterling Fork Identification Help...

I have a Sterling Silver English Fork with the Lions Sterling Mark in a half circle shield. A crowned Leopards head with a half circle shield. What looks to be a W inside a rectangle shield. And a profile of a bald mans face with a few hairs coming out of the back of his head. On the very rim of the fork there is some sort of engraving that looks almost like a picture. Can anyone tell me when this was made? Sorry for not having pictures!

The crowned Leopards head is for London (up to 1821) but the 'W' has me baffled as the alphabet for London silver stops at 'U'. Best wishes, Mike.
