Help with German or Polish silver mark

I need help in identifying this mark. Looks like a seated figure feeding a bird (or it's just my imagination).

I think this mark comes from Thuringia
I have seen this Mark near by Gotha on a sacred chalice.
The same makersmark - but the hallmark shows only a
shepherd with a crook in the left hand and
and something that looks like a shield in his right hand.
Now I am looking for a city ​​crest with a shepherd near by Gotha.
