teapot markings

Hello, I have a teapot that I have figured out is from Birmingham, England, is sterling, and from 1907. A WA appears before the left facing lion, and the anchor, and the h. Does anyone know what the WA stands for? Also on the pot are the markings 12,6,09 SH L11/2154 and 8590 I would appreciate any other info. someone might have - thank you!

Makers marks

Upon more research- I have found the makers mark to be William Aitken? Now I would like to know what the other numbers mean (admin edit - See Guidelines) Thank you!
