My reference book the Silver Lexicon by Janjaap Luijt calls it a spoon vase. Most of the spoon vases are pierced silver work, inside a cobalt blue glass liner. Along the top edge of the frame, twelve silver eyelets, to hang twelve matching tea spoons. I believe the vase could be used for holding little lumps of sugar candy or sugar pieces witch could be scoped up with a tea spoon and used to sweeten and stir a cup of tea. However it would be up to the user to fill the vase with, jam or even honey or other preserves, which could be scoped up by spoon. For decoration they even could put flowers in the vase.
