Can anyone identify where this salver was made by the engraving and mark?

Seven pearls on a crown would indicate the status of a Barron in the Netherlands, Belgium, Russia and the German speaking countries.

I thought it was Dutch, though I'm certainly not sure, because of the style of the engraving. I need to find a coat-of-arms buff who can tell me for certain.
