They are Swedish hallmarks, not English

The S7 is the date code for 1920

but what does makers mark say CGH????

CH should be Carl Hoff in Helsingborg in 1920. But I have difficult in reading the mark at picture.

Your picture is a bit fuzzy and the marks appear to be somewhat rubbed, but the maker's mark is clearly three initials with pellets(?) in between. Suspect that Hose may well be correct in guessing "C·G·H", which would be prolific manufacturer Carl Gustav Hallberg (Hallbergs Guldsmeds), though right off hand, I can't recall seeing a variation with pellets rather than periods.
