This is a trademark used by the firm founded by Werner Sittmann (1780-1831) in Köln (Cologne). The firm existed well into the 1860's; this mark was in use at least as early as 1841.

The mark is an "S" (for Sittmann), flanked by "13" (for the fineness of 13 Lot), below three crowns (taken from the Cologne arms).

Hope this helps!

Hi Goldberg and welcome to the forum,

This combined maker's, fineness and town mark has long been a mystery to me. I thank you, Blankstone.

My pleasure. I should mention an error, though. Sittmann did not die in 1831; that was the year he married. He was evidently still alive and working in 1865. Also, there is apparently some confusion about his birth year - he way well have been born in 1800, not 1780. This according to my reference:

Carl-Wilhelm Clasen, Rheinische Silbermarken (Rheinbach-Merzbach: CMZ, 1986), p. 78, maker #219, marks d & e.

My apologies.
