I would say Danzig - that was my first idea. But it is as something missing at the top.
So Elbing the mark "Anfang 19 jahrhundred" perhabs.
Not sure. But look more like Elbing-. Is it the only mark?

I am 99 % sure it is danzig. Elbing mark has one cross in negative - this is easily visible on elbing marks. I should have somewhere on my computer a picture of my elbing mark. if i find it i will post it here.

I believe it has worned off. No other marks on this item?

Danzig was my first intuition but why is there no trace of the crown? It looks as there has never been anything at the top.
The Elbin mark I have only seen in my old Rosenberg - and that is just a drawing.

True, there is not trace of anything on the top, but I still tend toward an explanation that there was something...
Anyway, all elbing that I saw (and I saw few of them) were negative/positive crosses. This distinct mark was easily recognizable. I am posting an image of elbing mark for reference.
