Glass dish with Sterling Electroplate, or over lay ?

It is marked sterling and looks painted on, designs include urns and patterns. First, is this electroplate ? Second, does anyone know a way to go about finding the manufacturer or another way to date it without a makers mark? Third, does it matter that the silver is pretty worn on the edges and base?
