Mystery Ladle ID (Mission Impossible III?)

I recently acquired a rather substantial soup ladle, 13 inches in length, 4.5 inch bowl width, 1 5/8 inch finial width, 8.5 troy ounces, pic (scan) below:

By the style of the ladle, and the double sakura (cherry blossom) engraving on the finial, it appears to be c.1860-70s, displaying the Japanese aesthetic influence. But, atypically for this late date, there are no maker's or retailer's marks on this piece, no marks whatsoever. So the Mission Impossible question, can the approximate area of manufacture be divined from the somewhat unique engraving on this piece (assuming both were done in the same place)? Adding to the confusion, the monogram with all the tic marks appears to be more typical of work done decades earlier, as also the intertwined wriggle work loops on the lower stem. The wriggle work waffle pattern also looks to possibly be a throwback to an earlier time. No high hopes for a solution to this mystery, but will be most appreciative of any suggestions, thanks!
