Cannot Find Hallmarks in Any Country

I am new to this site and trying to find the origin of this silver forlding fruit knife with Blade and Seed Pick on opposite sides. On the pick it reads patented June 13 1866. On the blade...Unlike most hallmarks reading horizontally along the top blade of the knife these run vertically along the top blade. First is a solid right facing bird (eagle?) 2nd is A over C in a diamond and 3rd is a solid right facing profile. Then after that reads horizontally in caps WT RAE. I'm thining this is American but cannot find these marking anywhere on this site. Thanks for any help anyone can provide!
