Sterling Silver Tea Steep/Strainer - Circle 9 with wings/133

Hello,

I have a Sterling Silver tea steep/strainer that I can't seem to locate the maker name for... The mark consists of a circle with a 9 in the middle and a set of wings coming off of the circle.

Does anyone recognize this mark?

Can't see the mark very well.
Have a hunch that the 9 was originally an "S".
