Sounds like the American Silver Co, of Bristol, CT, in business from 1901 until being taken over by International in 1935. They were basically a silverplate manufacturer, producing very little in sterling silver.

That mark was used by the American Silver Company, Bristol, Connecticut.
The predecessor of the American Silver Company was Holmes & Tuttle, organized in 1851. The Bristol Brass & Clock Company was the main supplier of raw materials to Holmes & Tuttle. When Holmes & Tuttle went bankrupt in 1857 Bristol Brass & Clock assumed control of them.
In 1901 the silverware division of Bristol Brass & Clock was seperately incorporated as the American Silver Company.
The American Silver Company was sold to International Silver in 1935. The American Silver trademark was used by International Silver for only a short time.
