Can't seem to locate the name of the manufacturer - any help would be appreciated.

Nothing on the maker's mark so far, but it appears modernized and might coincide with the "65" pointing toward 1965-era. The eagle is also artistically modernized and would seem to fit those years. The scales of justice are in balance and could possibly be linked to "equality under the law" or "justice for all", and so this might have something to do with concurrent voting rights legislation, an anniversary of the Civil War ending in 1865 and extending freedom, or some related civil rights events during the Johnson Administration. It is also possible that the object is itself celebrating an anniversary (10th, 25th, etc.) of whatever happened in 1965, so the maker could be working in 1975 or 1990.

BTW...it looks like a stickpin. Is it broken off below the photo?

No - not a stickpin - it is not broken off but fits in a small hole in the base!
