"SS" IAI Silver Bowl Colonial American?

Silver bowl, some sort of large, 2 inch by 2 inch, crest with latin? "quis dicere falsudeaudeat" and lot of roosters in the crest on the outer side of bowl. Also stamped with "SS" on bottom of bowl and "IAI" on bottom side of bowl. Bowl is 8 inches wide and 4 inches deep. I have a note with bowl saying S Simon, but no way of knowing if that is accurate. Bowl looks very old and am told colonial american, been in the family for a long time. Any ideas? Thanks for your time and consideration.
